Aimée Craft - Chair
Professor in the Faculty of Law at the University of Ottawa. Previously, Craft was the Director of Research for the National Inquiry into Missing and Murdered Indigenous Women and Girls and the Director of Research for the National Centre for Truth and Reconciliation. Some of the honours Craft has received include the Faculty of Law’s Distinguished Service Award, University of Ottawa’s Knowledge Mobilization Award, Canadian Bar Association’s President’s Award, Order of Ontario and numerous book awards. Craft has a Master of Law and society from the University of Victoria, Bachelor of Law from the University of Ottawa (French Common Law Program), and Bachelor of Arts jointly from the University of Manitoba and Université de Saint Boniface.
Lydia Carpenter – Commissioner
Owns and operates a cattle and livestock business near Belmont, Manitoba. She is a member of the Canadian Association of Farm Advisors and provides facilitation, mediation, conflict resolution and farm transition coaching to farms and ranches across Canada and the USA with Farm Family Coach Inc. Ms. Carpenter has worked and volunteered for various food and farm organizations in Manitoba. Her past appointments include serving on the board of Direct Farm Manitoba, as committee chair for Holistic Management Canada, as a La Via Campesina delegate at COP22 in Marrakech, as Vice President of policy for the National Farmers Union, and as a Manitoba Outstanding Young Farmer Alumni. Ms. Carpenter holds a Master of Natural Resources Management from the University of Manitoba and a Bachelor of Sciences from the University of Winnipeg. She has additional training in mediation, negotiation and dispute resolution and executive coaching.
Nora Casson - Commissioner
Associate Professor in the Department of Geography and Tier II Canada research chair in environmental influences on water quality at the University of Winnipeg and co-director of the Prairie Climate Centre at the University of Winnipeg.
Danika Bilie Littlechild - Commissioner
Associate Professor in the Department of Environmental Studies and Sciences with a joint appointment to the Master of Development Practice: Indigenous Development at the University of Winnipeg and UNESCO chair in collaboration for Indigenous-led biodiversity conservation, health and well-being.
Jennifer L. Schulz - Commissioner
Associate Dean (Academic) and Professor at the Faculty of Law at the University of Manitoba, as well as Fellow of the Winkler Institute for Dispute Resolution at Osgoode Hall Law School, Toronto.
Deborah Smith - Commissioner
Associate with JDK and Associates, served two terms as chief of Brokenhead Ojibway Nation where Smith was responsible for community and economic development, board member of the St. Boniface Hospital Foundation board as well as a board member of the Child Nutrition Council of Manitoba.
Durdana Islam - Commissioner
Project director and a climate planner with Narratives in Winnipeg, founder of the Waverley Climate Action Team and sits on the board of directors of Islamic Social Services Association and Kahanee.
John Sinclair - Commissioner
Professor and Director of the Natural Resources Institute at the University of Manitoba, co-chair of the public participation section of International Association of Impact Assessment and a member of the steering committee of Canadian Environment Network of Environmental Assessment Caucus.
Laura Rempel - Commissioner
Sustainability planner and co-ordinator of the Climate Action and Resilience Committee of Council at the City of Winnipeg, vice-president of the Winnipeg Association of Public Service Officers.
Elaine McIvor - Commissioner
Safety and health representative and office manager at Nelson River Logging. McIvor has over 30 years of professional federal government experience in the environmental and intergovernmental field.
Cameron Armstrong - Commissioner
Program specialist at the Youth Climate Lab. Armstrong is actively involved in community engagements advocating for climate action, such as Consider Climate, Manitoba, Climate Reality Project Canada, Earth Echo International Youth Leadership Council and N:OW for Net-Zero.
Mark Hudson - Commissioner
Professor in the Department of Sociology and Criminology and the co-ordinator of the Global Political Economy program at the University of Manitoba and research associate and board member at the Canadian Centre for Policy Alternatives.
Alan Diduck - Commissioner
Adjunct Professor in the Department of Environmental Studies and Sciences at the University of Winnipeg. Diduck’s previous appointments and affiliations include various roles as Department Chair, Associate Dean, Professor and Research Associate.
Donald Labossiere - Commissioner
Formerly the Director of Environmental Compliance and Enforcement at Manitoba Conservation and Water Stewardship. Previously, Labossiere held various roles as Assistant Director, Supervisor, Officer and Chemist in environmental organizations.
Serge Scrafield - Commissioner
Mr. Scrafield retired from the Manitoba Government in 2014 after 38 years of service. For 22 of these years Mr. Scrafield served as an Assistant Deputy Minister for the former departments of Environment and Conservation and Water Stewardship. Early in his career he worked in land planning with the former departments of Municipal Affairs and Rural Development. Mr. Scrafield was most recently the Chair of the commission from 2016-2022.
Laurie Streich - Commissioner
Laurie Streich began her career as a reporter with the Winnipeg Free Press. She joined the Manitoba government in 1981 and has served as Manager and Chief Editor for the State of Environment reporting program, Director of the Pollution Prevention Branch and Chair of the grant review committee for the Sustainable Development Innovations Fund and the Canadian Council of Ministers of the Environment’s (CCME) Pollution Prevention Awards Program. She was a member of the City of Winnipeg’s advisory group to improve waste management and recycling services. Laurie retired from the government in 2015.
Peter Crocker - Commission Secretary / Executive Director
Peter Crocker is the Commission Secretary. Reporting to the Chairperson, the Commission Secretary is responsible for the overall operation of the Commission. Peter started with the Commission in 2023 and has been with the Provincial Government since 2004. Peter has extensive experience in environmental law enforcement, hazardous materials, environmental assessment and government administration.
Courtney Harmer - Administrative Assistant
Courtney Harmer is the Administrative Assistant to the Commission. Courtney provides administrative support to the Clean Environment Commission and is usually the first point of contact for our clients. Courtney has over 12 years of administrative experience with the Provincial Government working in a variety of different roles.
