 The Clean Environment Commission as requested, by the Minister of Conservation, will review the environmental sustainability of the hog production industry in Manitoba.

Terms of Reference

The Panel members for this investigation will include Terry Sargeant as Chair, Wayne Motheral and Edwin Yee.  Click here to find their bios.

The Commission embarks on this task with a somewhat fluid process.  There are a number of identified activities that will take place; their format, timing, location and scope will be shaped by issues and input from the many parties that will be involved.

The Commission’s initial action will be to facilitate public “scoping” meetings at three (3) locations in mid January.  These will occur in Friedensfeld, Winnipeg and Morden.  The purpose of these meetings is to engage the public’s help in identifying the issues that need address by the Commission Panel. 

The Scoping Meetings have been completed with many presenters providing many points for the Commission Panel to consider.  The Panel has developed a document that provides guidelines for the upcoming public meetings.  Click here to view.

Public Meetings

In March and April, following the scoping meetings  (no meetings Spring Break week) a series of public sessions will take place in communities throughout agro-Manitoba to allow groups and individuals to make comment on topics or issues related to hog production of concern to them.

The public meetings have been completed.  There were 194 presenters appearing before the Panel and 50 written submissions were received.

For those who do not wish to make a public presentation or written submission, for any number of reasons, the Commission has engaged the assistance of a graduate student from the University of Manitoba to conduct personal interviews with those who wish to express their opinions or concerns outside the public forum.  Please click here for more information.

Participant Assistance 

Small financial awards will be available to assist, local, community, agricultural and environmental groups and individuals to prepare for representation before the Panel.

Expert Reviews

In addition to these public meetings, the Panel will enlist the assistance of “experts”, in the issue areas identified, to provide the latest research findings and advice to the Panel.
