Keeyask Generation Project

On November 14, 2012, the Minister of Conservation requested that the Clean Environment Commission hold a public hearing on Manitoba Hydro's proposed Keeyask Generation Project.

Terms of Reference

The Commission is progressing in the planning of this review. As information becomes available it will be posted on the website. Background Information

A motions hearing will be held on October 17, 2013. The hearing will be held at the Winnipeg Convention starting at 9:00 a.m. Attendees at this meeting will include the Commission Panel, representatives from Manitoba Conservation and Water Stewardship, the Proponent and all Participants. Four motions will be heard. The public is welcome to observe. The agenda is posted below.

Panel Members

Edwin Yee
(Commissioner)

Edwin Yee is a retired environmental consultant with 30 years experience in regulatory management of toxic chemicals, hazardous waste and contaminated sites. Mr. Yee has participated in the development of national and international guidelines and standards for soil quality and petroleum hydrocarbons and provided guidance to the Abandoned Mines Advisory Committee.

Terry Sargeant
(Chair)

Terry Sargeant has been the full-time Chair of the Clean Environment Commission since January 2004. Prior to that, he was the Chief Appeal Commissioner of the Workers Compensation Appeal Commission for three and a half years.

In 1996, following almost twenty years of government service, with the House of Commons and the governments of Manitoba, Yukon and British Columbia, Terry enrolled in the Faculty of Law at the University of Manitoba, graduating in 1999. Following a year of articling with the Public Interest Law Centre, he was called to the Manitoba Bar in June 2000.

In other activities, he is the President of the Board of the Winnipeg Folk Festival, Chair of the Board of Governors of the University of Manitoba and Vice-Chair of the Board of the Council of Canadian Administrative Tribunals.

Jim Shaw
(Commissioner)

Jim Shaw served as in-house counsel to Manitoba Public Insurance Corporation from 1977 to his retirement in 2008, appearing on numerous motions, pre-trial conferences, mediations and trials, as well as acting for MPIC in appeals before the Automobile Injury Compensation Appeal Commission. He also served as Director of the Legal Department and Internal Review Office during the last five years of his career, having responsibility for all aspects their day-to-day operations. Previously, he had been in private practice, handling wills and estates, civil and criminal litigation, real estate transactions and corporate/commercial matters.

Judy Bradley
(Commissioner)

Judy Bradley had a career in education spanning more than forty years. From 1968 to 1992, she was a teacher, initially with the Winnipeg School Division, followed by many years with the St. James-Assiniboia School Division. In 1984, she was elected President of the St. James-Assiniboia School Teachers’ Association; in 1987, to the Executive of the Manitoba Teachers’ Society; and in 1991 as President of the Manitoba Teachers’ Society. In 1992, she took a position as Staff Officer with the MTS. In 1999, she became Assistant General Secretary of the MTS and in 2005, General Secretary. She retired from that position in 2009.

Reg Nepinak
(Commissioner)

Reg Nepinak is a member of the Pine Creek First Nation(PCFN). From 2009 until recently, he was employed by PCFN as a program manager and guidance counsellor. For a decade prior to that, he worked in Calgary in Aboriginal child and family services. For the previous two decades, he worked in a number of different capacities in the oil industry.
