On December 5, 2011, the Minister of Conservation requested that the Clean Environment Commission hold a public hearing on Manitoba Hydro's proposed Bipole III transmission line project.

Panel Members

Patricia MacKay
(Commissioner)

Patricia MacKay is a Senior Scholar in the Department of Entomology at the University of Manitoba. Her interests and expertise include entomology, pesticide toxicology and ecology. Dr. MacKay has been involved in a number of professional societies and environmentally related advisory committees.

Terry Sargeant
(Chair)

Terry Sargeant has been the Chair of the Clean Environment Commission since January 2004. Prior to that, he was the Chief Appeal Commissioner of the Workers Compensation Appeal Commission.
In 1996, following almost twenty years of government service, with the House of Commons and the governments of Manitoba, Yukon and British Columbia, Terry enrolled in the Faculty of Law at the University of Manitoba, graduating in 1999. Following a year of articling with the Public Interest Law Centre, he was called to the Manitoba Bar in June 2000.
In other activities, he serves on the boards of Winnipeg Symphony Orchestra, Border Crossings magazine, the Council of Canadian Administrative Tribunals and the Manitoba Council of Administrative Tribunals. Past service has included the boards of the University of Manitoba, the Winnipeg Folk Festival and the Manitoba Theatre Centre.

Kenneth Gibbons
(Commissioner)

Ken Gibbons is a retired Associate Professor from the Department of Politics at the University of Winnipeg as well as having served as Chair of the University of Manitoba/University of Winnipeg Joint Masters Program in Public Administration from 1995 to 2004. He has been active on numerous committees at the University of Winnipeg such as the Senate, the Curriculum Committee, the Environmental Studies Committee, and the Research Ethics Committee. In addition, Ken served on the Steering Committee of the Manitoba Eco-Network from 1983 to 1988, and has been a member of policy advisory committees for the governments of Winnipeg and Manitoba.

Wayne Motheral
(Commissioner)

Wayne Motheral is a former president of the Association of Manitoba Municipalities. He holds a B.S.A. degree in Agriculture and worked in the soil testing lab at the University of Manitoba for 9 years. He was a councillor for 16 years with the Rural Municipality of Louise. He represented municipalities on several advisory groups to Manitoba Conservation. He also farmed in southern Manitoba in the Snowflake area, and is still actively involved in land stewardship.

Brian Kaplan
(Commissioner)

Mr. Kaplan served with Manitoba Justice from his admission to the Bar in 1975 to his retirement in 2009, beginning as a Crown Attorney then serving as Deputy Director of Trials and concluding as Director of Regional Prosecutions and Legal Education. His responsibilities have included prosecutions, the supervision and hiring of Crown Attorneys, coordinating matters with police,coordinating lectures and workshops with law students at Robson Hall, U. of M. and the organization of major Crown - Defence Conferences on the theme, "Achieving Justice in an Adversarial System".

Public Sessions

The Bipole III hearing finished sitting on March 14, 2013. The Panel has 90 days to deliver their report to the Minister of Conservation and Water Stewardship. The record is now closed, no additional information will be accepted.
